Yes it's fully alpha-editable - in fact it has inside separate so surcoat can have different lining
bottom skirt is part of the mesh - so you could add skirt texture to the top mesh and it shows on skirt
I did tweak it
it now sits closer to the body(i'll see maybe i can move it a little more) and hem issue was caused by bad normals
Still have to tweak some clipping tho
