Okay, so let me first of all say I understand WHAT you're doing, but not WHY, and I have kind of a bad feeling about it.

If you're just trying to back up your current Sims and neighborhood in case of emergency, you can (and should!) do that at any time by backing up the entire Neighborhood folder, not just the Sims' character packages.

If you're just trying to back up your characters in case you decide to put them in a new neighborhood someday, unfortunately that may be causing game corruption, instead of giving you a safety net. The game can't tell the difference between Sims in the Family Bin and Sims living on a lot somewhere; they already have their unique ID numbers, so they can turn up on community lots and go to school and collect memories.
