I don't know what you did, and I don't know what you mean by 'skipping the part of the studio.' I need more information before I can figure out how to help you. I'm very bad at writing picture tutorials, so let me try to write clearer instructions.

1. Find a custom baby outfit you want to recolor. Open it in SimPE.
2. Find the Property Set (GZPS), and in the Property Set, find the line that says Age. It will say 0x00000020
3. Change that value to 0x00000021. Commit and save.
4. Open Body Shop. Create New Project, Create Clothes, and choose the Toddler age and the right sex for your baby outfit.
5. Find your baby outfit. It will look like a floating toddler head.
6. Clone the baby outfit and either change the textures normally (you will not be able to see them in Body Shop) and import into game, or just import into game.
6a. If you did not change the textures in Body Shop, you will need to change them in SimPE. Open Photoshop, create your textures as transparent .png files, and save.
7. Open your NEW baby clothes package in SimPE. Find the Property Set (GZPS), and find the line that says Age. Change it from 0x00000021 to 0x00000020. Commit and save.
7a. If you did not change textures in Body Shop, go to Texture Image (TXTR). Right click on the image and select Build DXT. Set Format to either DXT3 Format or DXT5 Format; set Sharpen to None. Click Open, and select your image, then click Build. Commit and save.
8. Put your new package into the game, and start it. Custom baby clothes will not show in Body Shop, CAS, or normal shopping modes, only when using the hacked baby objects. To check and see if your clothes show up, you will need to find a house with a baby and use Chris Hatch's teddy bear to see all your options.

I don't know how to explain it in pictures any better than this.

My policy, unless otherwise noted, is 'do whatever you want as long as you credit everyone whose work is involved and don't break their policies.' Usually, someone whose meshes, textures, actions, coding, or templates I've used has 'no paysites' somewhere in their policy, so it's probably a good idea to assume, well, no paysites.
