You can do it with vacation locals, just not tourists, and you can only do it by destination type. Far East locals stay in the Far East, but if you have two Far East 'hoods-- one for a Japanesque look and one for, say, nearly-India, you won't be able to assign different locals to each 'hood, so you'll have folk in sari and sherwani running around with your folk in yukata and kimono. And of course the tourists wander from vacation 'hood to vacation 'hood-- I've even had mine show up as customers at a home business, but... um, I can't remember if I have a hack that does that or not.
