Downtown does seem like a good place for it, since it's fairly isolated. If it was possible to have them be vacation locals and not have them running around in another vacation 'hood as well, I would totally do that, but alas, it does not seem to be possible. Oh, well, keeping the fae away is what the Visitor Controller is for! ;)
